Apparently, Gmail’s built-in ”View as HTML” functionality, which allows you to view the content of PDF files (and other types of documents) as if they were classic webpages, works regardless of the files’ usage restrictions (i.e., the functionality doesn”t respect Digital Rights Management).

Another good free source to PDF converter at http://www.freepdfconvert.com

It can also convert back PDF to DOC and also support hyperlinks.

Completely free software I've used for year or two is CutePDF at www.cutepdf.com. It installs like a printer, just select it when you're printing. Seems to work fine. You can't edit the PDF afterwards, but it prints to PDF easily.
